The name is "Garrote"...
A Garrote is a handheld weapon, most often referring to a ligature of chain, rope, scarf, wire, nunchaku, or fishing line used to strangle someone, causing silent death. The term especially refers to an execution device.
But it is sometimes used in assassination, because it can be completely silent.

Here, Luca Brasi was killed by a rival Mafia family using the "garrote" method. But his assailants made sure that the big size Brasi cannot fight back by stabbing his left hand.
Note : Luca Brasi was the Godfather's most feared henchman, but in this scene, even the tough Luca Brasi was no match to the "Garrote"...

It used to be an instrument for punishment for courts of law to utilise? If so, is it still being used now?
